Add HouseRater and APEX enumerations to the software element

The enumerations for Indoor airPlus version 2 have been updated to include IAPv2.0 Certified and IAPv2.0 Gold. The TestmethodRefrigerantCharge field has new enumerations.

Added SchemaVersion and RegistryID at the top level, introduced a new revision type 'Address', and updated the pattern for RegistryID.

New field "HomeConstructedOffsite", to identify homes in the offsite construction pilot program. New enumeration "Manufactured Home" has been added to the HomeTypeID element. New "ManufacturedHome" element which includes fields for "HUDThermalZone", NumOfSections", "ManufacturedHomeSerialNum" and "ManufacturedHomeFacilityName". These fields are required when the HomeTypeID = Manufactured Home.

Update to Version 2.14.11 to include two updates to Energy Star program versions. National version 4.0 to National version 3.3 and National MFNC version 4.0 to National MFNC version 1.3.
